955.03 EXCEPTIONS: SPECIAL HANDLING PROBLEMS.
   (a)   Where an excessive volume of garbage or rubbish, or special handling problems make it impossible for the Sanitation Department to collect such garbage or rubbish, the Sanitation Committee shall have the authority to grant an exception to Section 955.02 to permit the collection of said material by a collector licensed by the Municipality, who shall comply with all applicable provisions of this chapter.
 
   (b)   This chapter shall not prohibit the owners or legal occupants of any premises from hiring an independent collector to collect, convey, or dispose of, any material, except garbage, not defined as rubbish, exceeding three feet in length and/or fifty pounds in weight, who shall comply with all applicable provisions of this chapter.
   (c)   This chapter shall not prohibit the owners or legal occupants of any premises upon which material not defined as garbage or rubbish is accumulated from conveying or disposing of said materials as required by applicable sections of this chapter.
