Any customer whose meter has not been read and has not provided the Village an actual reading when so asked by the Village shall beginning ninety (90) days after the date of the last request from the Village be billed at a rate of 6,000 gallons at the rate in effect at that time or at a rate of three (3) times the average billing over the past six (6) months, whichever is greater. A credit or debit will be made once an actual reading is made of the meter.
