937.06 SEWER MAINS, BUILDING SEWERS AND CONNECTIONS.
   (a)   All sewer mains shall be constructed of vitrified clay pipe conforming to ASTM C 13-57T, plastic PVC12454B ASTM 30-34 SDR-35 PSM or cast iron pipe conforming to ASTM C 13-55T or the latest revisions thereof and shall be not less than eight inches internal diameter. Either "O" ring or compression joints are required.
   (b)   No unauthorized person shall uncover, make any connection with or opening into, construct, use, alter, or disturb any public sewer or appurtenance thereto or any building sewer without first obtaining written permit signed by the Superintendent.
 
   (c)   The owner or agent shall make an application for a permit on a special form to be furnished by the Municipality for each connection to the public sewer. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the Superintendent, a permit and inspection fee of twenty-five dollars ($25.00) shall be pad to the Municipality at the time the application is filed.
 
   (d)   All cost and expenses incident to the installation of the building sewer, any extension from the main sewer line and connection to the public sewer shall be borne by the owner. The owner shall indemnify the Municipality and its agents from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
 
   (e)   A separate and independent building sewer shall be provided for every building, except where one building stands in the rear of another on an interior lot and no public sewer is available or can be made available to the rear building, and no adjoining alley, court, yard, driveway, or right-of-way in which event the building sewer from the front building may be extended to the rear building as provided in subsection (d) hereof.
   (f)   Old or existing building sewers may be used only when they are found, on examination and test by the Superintendent to substantially meet all the requirements of this chapter. The owner shall be responsible for all expenses incident to uncovering and testing such existing sewers.
 
   (g)   All new or replacement sewers that are now connected to or that will be connected to the municipal sewage collection system and discharging to the wastewater treatment plant shall be constructed of vitrified clay pipe conforming to ASTM C 13-57T, plastic PVC 12454B ASTM 30-34 SDR-35 PSM or cast iron pipe conforming to ASTM C 13-55T or the latest revisions thereof and shall be not less than six inches internal diameter. Either "O" ring or compression joints are required.
 
   (h)   Cast iron pipe shall be laid with lead joints. Such tests as may be deemed necessary by the Superintendent shall be made at the expense of the owner to determine the water tightness of the joints. Mortar joints will not be permitted except at the Y-branch and at the junction with the house drain. The Superintendent may reject any type of joint or joint material if he has reason to believe a water tight joint cannot be made. The building sewer shall have a fall of not less than one-fourth inch per foot except where the depth of the public sewer is not sufficient to allow such fall in which event the building sewer may be constructed at a fall not less than one-eighth inch per foot.
 
   (i)   Any part of a building sewer that is located within five feet of a water service pipe shall be constructed of cast iron pipe with lead joints. The Superintendent may also require the building sewer to be constructed of cast iron pipe when it is apparent that trees are located in such proximity and that roots may enter the sewer. Cast iron pipe will also be required where unsuitable or unstable soil conditions are encountered.
 
   (j)   Wherever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to and within three feet of any basement or foundation wall. They shall have a sufficient cover to be below the frost line and in no case with less than two feet of cover. The building sewer shall be laid at a uniform grade and in a straight alignment in so far as possible. Necessary changes in direction shall be made only with properly curved pipes and fittings.
 
   (k)   In all buildings where the building drain would be too low to drain to the public sewer by gravity, the sewage may be lifted by a sump-pump or other approved device and discharged to a building sewer which has been constructed to an elevation above the basement floor.
 
   (l)   All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the Superintendent. Pipe laying and backfill shall be performed in accordance with ASTM specifications except that no backfill shall be placed until the work has been inspected.
 
   (m)   The connection of the building sewer into the public sewer shall be made at the "Y" branch, if such branch is available at a suitable location. If the public sewer is twelve inches in diameter or less, and no properly located "Y" branch is available, the owner shall at his expense install a "Y" branch in the public sewer at the location specified by the Superintendent. Where the public sewer is greater than twelve inches in diameter, and no properly located "Y" branch is available, a neat hole may be cut into the public sewer to receive the building sewer, with entry in the downstream direction at an angle of about forty-five degrees. A forty-five degree ell may be used to make such connection, with the spigot end cuts as not to extend past the linear surface of the public sewer. The invert of the building sewer at the point of connection shall be at the same or at a higher elevation than the invert of the public sewer. A smooth neat joint shall be made, and the connection made secure and watertight by encasement in concrete. Special fittings may be used for the connection only when approved by the Superintendent.
