It is hereby determined and declared to be necessary for the due protection of the public health, safety and welfare of the Municipality, to establish and collect charges for the use of the system upon all lots, lands, and premises served by or having connection with the system, and to regulate the use of public and private sewers and drains, private sewage disposal system, the installation and connection of building sewers and providing penalties for violations thereof in the Municipality.
