(a) As used in this section “unit/units” means any residential dwelling, apartment, rental unit, user, business or other entity or other separately billed portion of any structure and includes both occupied and unoccupied units.
(b) Any premises served by a single meter that serves three (3) or more units shall be billed on a per unit/units basis. All unit/units located on the premises, whether occupied or unoccupied shall be billed at the rate in effect for the water provided to the premises multiplied by the total number of units whether occupied or unoccupied located at the premises served by the meter.
