933.021 VOLUNTARY THIRTY DAY OR MORE SHUT OFFS.
   (a)   The owner of any residential lot or residential property shall not be charged the minimum water rate if the owner requests that water service to the residential lot or property be shut off for a minimum of thirty consecutive days and the property will not be occupied during said period. Said requests shall be made in a form and manner as deemed appropriate by the Village Administrator.
   (b)   The owner of any residential lot or residential property that requests the resumption of water service shall be responsible for payment of the minimum water rate for the entire billing cycle during which the water service is reinstated. It shall be the responsibility of the owner of any residential lot or residential property to determine when the billing cycle for the affected property begins and ends.
   (c)   No owner of any residential lot or residential property that has had the water service shut off for a period of thirty consecutive days or more and who has availed themselves to the benefits of this section shall be charged a reconnection fee.
   (d)   This section does not apply to the owner of any residential lot or residential property who has any delinquent water accounts with the Village at the time of the shut off request described in paragraph (a).
