The owner or owners of any property abutting on a public street, before laying any sidewalk pavement intended to be used for sidewalk purposes, shall first apply to the Village Administrator for a permit therefor, and the sidewalk shall be required to be constructed according to the specifications, plans and grades submitted by the Village Administrator. The Village Administrator, upon granting the permit, shall have established a grade of the proposed sidewalk and the grade shall be so designated to the owner or owners requesting the permit.
