In the event the owner or owners fail to construct and keep in repair driveways, approaches and culverts the Village Administrator shall give such property owner thirty days written notice to make such construction or repair and if such owner neglects or refuses to make such construction or repair it will be the duty of the Village Administrator to make such construction or repair and the costs of the same shall be assessed against the property owner or owners.
