Any persons adversely affected by an order of the Village Administrator denying or revoking a permit to operate an adult entertainment establishment may appeal from the order of the Village Administrator within ten days of the issuance of the denial or revocation to the Village Council. The Village Council shall hear testimony and arguments on said appeal within thirty days from the filing of an appeal. The Village Council shall render a decision on any appeal within thirty days of an appeals hearing.
