If any taxicab operator who is granted a franchise to operate a taxicab business within the corporate limits of the Municipality, after having made a bona fide attempt at operating such an operation in keeping with the foregoing provisions finds that he cannot operate at a profit, and can illustrate such situation by the production of proper books, records and documents relating to his affairs within the corporation limits may relinquish such franchise by giving notice in writing to the Municipality and Council sixty days prior to the termination of such taxicab operation within the Municipality.
