Upon the filing with the Mayor of the insurance policy or policies duly executed, and the payment to the Mayor of the license fee specified, the Mayor shall issue to the applicant a taxicab operator’s license, authorizing the person, co-partnership or corporation to whom it is issued to engage in the business of carrying passengers for hire for a period expiring December 31 next ensuing unless sooner revoked as hereinafter provided.
