(a) Applications shall be made to the Mayor for a taxicab operator’s license by any person, co-partnership or corporation desiring to engage in the business of operating one or more taxicabs within the Municipality. Each applicant, except corporations, and if a co- partnership, each partner, shall possess the following qualifications:

(1) He shall be eighteen years of age;
(2) Able to speak and read the English language;
(3) Of good moral character, which said qualifications shall be supported by the affidavits of two reputable citizens of the Municipality; and
(4) Not have been convicted of a felony involving theft, personal violence or moral turpitude.

(b) When the applicant is a corporation it shall be a corporation duly authorized to do business under the laws of the State of Ohio, for the purpose of engaging in the business of operating taxicabs for hire.
(c) Each applicant shall, if a individual, present himself in person; if a co- partnership, by one partner; if a corporation, by its president or general manager, to the Mayor for examination as to his qualifications and shall fully and truly answer all questions put to him tending to disclose whether or not such applicant is possessed of the above qualifications. If the Mayor, after such examination, is satisfied that an applicant possesses such qualifications, he shall issue a taxicab operator’s license to such applicant upon the payment of the required license fee and the execution of the required bond for liability insurance.
