(a) Any person, firm, corporation or association which owns, leases or operates an amusement device or juke box, shall pay an annual license fee for each juke box or amusement device as defined in Section 717.01,

(b) All licenses shall expire one year from date of issuance. The first license shall be issued June 1, 1960.
