Any person, firm, corporation or association which owns or operates a mechanical amusement device or juke box within the limits of the Municipality shall be required to obtain a license from the Municipality except those machines owned and operated by the schools, churches, fire departments and Municipal recreation departments. Application for licenses shall be made to the Mayor upon a form to be supplied by such officer.
