(a) It shall be the responsibility of the alarm user to respond in person or in the person of designated representatives, to the premises from which the activation of an intrusion alarm has occurred, within twenty minutes of the activations of said alarm for the purpose of determining the security of the premises.
(b) The failure of an alarm user or the representative of the alarm user to respond following the activation of an intrusion alarm shall not be deemed to be a violation of this section however, said failure to respond within the designated time period shall fully and completely absolve the Police Department and the Municipality of all liability in the event that an examination of the premises at a later time were to disclose a violation of the building or its contents.
