705.01 PURPOSE AND SCOPE.
   (a)   The purpose of this chapter is to protect the Police Department from an abuse of its service.
   (b)   The scope of these sections govern and regulate alarm systems and users; establishes fees; and provides a penalty for violations within these sections.
