It shall be unlawful for any person to throw, sweep, or shovel, or in any manner deposit any rubbish or snow in or upon any public street, alley, sidewalk, gutter, sewer intake, parking lot, vacant lot, or any other public real property; any such action by any person is further declared to be a nuisance.
