The playing, operation or use by any person within the town of any loudspeaker, sound amplifier, radio or phonograph, with loudspeaker or sound amplifier, or any instrument of any kind or character which emits loud and raucous noises and is attached to and upon any vehicle or upon any building or structure, not housed within any building, shall be deemed a public nuisance, unless the owner or user thereof first applies for and receives a written permit from the town council to operate such device for a limited period.
