All gas shall be furnished on a metered basis, through meters of a standard and approved design and type. A separate meter shall be installed for each domestic, commercial and industrial user. The bills rendered by the town to its natural gas customers shall always be determined from and in accordance with the meter readings taken by the town at regular intervals.
