All rates prescribed by this chapter shall at all times be subject to revision, and all rights of customers hereunder, except the right of any customer who has heretofore entered into a contract for the purchase of interruptible gas for industrial use, shall be in all respects subordinate to the obligations and undertakings of the town and any bond which is may hereafter undertake to issue.
