§ 35.03 POWERS AND DUTIES, GENERALLY.
   The Court shall have all judicial powers and duties as are now conferred upon the Mayor by state law, and all duties and powers as are now conferred by law upon magistrates in the county, except the Court shall not have the authority of a magistrate to appoint a constable.
