§ 31.05 COUNCIL NOT TO INTERFERE WITH APPOINTMENTS OR REMOVALS.
   Individual members of the Council shall not direct or request the appointment of any person to, or his or her removal from office by the Manager, or by his or her subordinates, or in any manner attempt to dictate the appointment or removal of officers and employees in the administrative service of the town. Except for the purpose of inquiry, Council shall deal with the administrative service solely through the Manager, and no Council member or Mayor shall give orders to any subordinates of the Manager, either publicly or privately.
