Upon the passage of this chapter, the Town Council shall prepare an estimate of the annual expense necessary to carry out the provisions of this chapter. The town may make such appropriations from the revenues as it may deem necessary for the purposes set forth herein and in addition may accept and apply grants or donations to assist in the carrying out of the provision of this chapter.
