§ 96.08 SERVICE OF COMPLAINTS OR ORDERS.
   Complaints, orders, notices and any and all other papers issued by the public officer provided for under this chapter shall be served upon parties in interest either personally or by certified mail, return receipt requested, but if the whereabouts of such person or persons is unknown and cannot be ascertained by the public officer in the exercise of reasonable diligence and the public officer shall make an affidavit to that effect, then the serving of such complaint or order upon such person may be made by publishing it once a week for two consecutive weeks in a newspaper of general circulation in the municipality in which the real property is located.
