(A) Nuisance. Whenever a complaint is filed with the public officer by a resident of the municipality charging that any lot or real property within the limits of the town constitutes a public nuisance, the public officer shall, if his or her preliminary investigation discloses a basis for such charges, issue and cause to be served upon the owner of such real property, a complaint stating the charges in that respect.
(B) He or she shall state in writing his or her findings of fact and support of such determination and shall issue and cause to be served upon the owner thereof an order requiring an abatement of the nuisance within 14 days of the date of the service of such order.
(C) If the owner fails to comply with the aforesaid order to abate the nuisance, the public officer will issue a citation which will state the date and time in which the owner will be required to appear in municipal court for adjudication of the complaint.
