If the applicant is unable to complete the work within the time specified in the approved plan and grading permit, he or she may, prior to the expiration of that time, present in writing a request to the town for an extension of time, setting forth the reasons for the requested extension. The town shall approve or deny the request for an extension of time, subject to any additional erosion and sediment control measures as may be reasonably required.
