It shall be unlawful for any person to display or consume any beer or wine in or from any unsealed or open container on any public street, sidewalk, parking area, public park or at any public gathering or any other public place or public area within the town, except upon or within premises specifically licensed for the public consumption of beer or wine thereon or therein; provided, however, that no charge shall be made hereunder when an arrest is made within the town on any other charge relating to any alcoholic beverage.
