Every ditch, excavation, hole or opening in any street, sidewalk or public place shall be as speedily filled as possible, and shall not be kept open longer than is absolutely necessary. The street, sidewalk or public place shall be restored in accordance with State Highway Department regulations to as good condition with as good materials as existing before the ditch, excavation, hole or opening was made.
