Every known or reported ditch, excavation, hole or opening in any street, sidewalk or public place, no matter for what purpose made, shall be securely and safely covered over with boards or other suitable material, or enclosed in a secure way as to prevent accidents to persons, animals and vehicles, both during the night and day, when the workers are not engaged thereon.
