No person other than a duly enrolled member of the Fire Department shall ride upon the fire trucks of the town at any time, nor use, borrow or interfere with any Fire Department equipment, or attempt to use the equipment at the scene of a fire unless authorized to do so by the Public Safety Director or the captain of fire suppression on the scene.
