It is the purpose of this chapter to provide for the regulation of dogs and cats, to provide for the taking up and impounding of dogs and cats; quarantining and euthanizing of dogs or other animals in certain cases; creating and assigning fines for violations; and establishing the Animal Control Officers and appropriate law enforcement agencies to enforce the provisions of this chapter.
(A) It is in the best interest of the citizens and the town to provide for the human control of animals within its boundaries.
(B) It is in the best interest of all the citizens of the town to be protected from the health hazards caused when animals are not under control.
(C) It is in the best interest of all the citizens of the town to ensure that all animals are well cared for and not abused, neglected, or mistreated.
