It shall be unlawful for any person to engage in, participate in, aid, form, or start any parade or procession on any of the streets or in any other public places within the corporate limits of the town without first having secured a special permit from the Town Manager to do so; provided, however, that funeral processions and governmental agencies, acting within the scope of their official functions, are exempted from this chapter.
