§ 53.13 RECORDS AND BILLING.
   While the town will make every reasonable effort to see that each customer receives its bill, no responsibility will be assumed for non-delivery where the bill has been mailed at the post office, provided the bill has been mailed to the address which the customer has reported to the town. All records of business transactions, billings and receipts of funds shall be maintained by the Town Finance Officer.
