It shall be a violation of this chapter for any person or persons to tamper with or change any gas meter, or to make any connection to the gas system without written permission from the town, or to reconnect service when it has been disconnected for nonpayment of a bill for service, until the bill has been paid in full, including penalty, reconnection charge and, where applicable, mileage charge.
