Any person or other legal entity who applies to or petitions the Village for consideration or review of, or action on, any matter requiring Village approval shall be responsible for any services provided by any independent professional, when such services are required by the Village Code, the Village Manager (or the Manager's designee), or the Village Council, as part of the Village's review of, and any action in response to, the application or petition.
