The final plan of land subdivision submitted as required in Section 16.08.010 of this chapter shall be accompanied by the following:
A. Complete plans, profiles and specifications of public improvements in the proposed subdivision consisting of all required sanitary and storm sewers, drainage ways and detention ponds, water mains, pavements, curbs, gutters, sidewalks and open spaces, together with all appurtenances, including street lights, and landscape treatment of public rights-of-way, accompanied by a certificate by the Village Engineer stating that the improvements conform with the recommendations of the Comprehensive Plan and with this code or specifying in what particulars the recommendations or standards are not met, and giving an estimate of the cost of such improvements including the cost of engineering and inspection.
B. A statement signed by the owner agreeing to construct the improvements in the preceding subsection at the owner's own expense within a reasonable time fixed by the Plan Commission, in accordance with the plans, profiles and specifications, subject to the approval of the final plan of land subdivision by the Village Council, and stating that after completion and acceptance by the Village the same shall become the property of the Village and be maintained as public improvements.
C. An escrow account, a letter of credit, a completed and executed corporate completion bond or performance bond, posted with the Village by the owner in an amount equal to the Village Engineer's estimate and approved by the Village Manager, securing the satisfactory completion of all improvements in strict accordance with the provisions of the plans, profiles and specifications submitted under subsection A of this section.
D. Evidence satisfactory to the Plan Commission showing that all taxes and special assessments due on the land to be subdivided have been paid.
E. Evidence satisfactory to the Plan Commission showing all private covenants and other restrictions which apply to the land and showing compliance with such private covenants and other restrictions.
F. Evidence satisfactory to the Plan Commission showing that no new zoning violations are created as a result of the proposed subdivision or that any required variations resulting from the proposed subdivision have been granted by proper authority.
