The following words and phrases when used in this title shall have the meanings respectively ascribed to them in this section:
"Land subdivision" means any change or rearrangement in the boundary or division lines of any parcel or parcels of land or any public thoroughfare.
"Public improvement" means any sewer, water main, pavement, sidewalk or other facility provided to serve the public and for which the Village is or may become responsible for maintenance and operation.
