Any decision of the Building and Zoning Board of Appeals affirming, modifying or reversing any order, requirement, decision or determination made by a Building Officer may be appealed to the Village Council by any person who participated in the appeal before the Building and Zoning Board of Appeals. The written request for appeal shall be made in writing and shall be submitted to the Building and Zoning Board of Appeals within seven days of its decision. The Village Council shall render its decision without unreasonable or unnecessary delay within thirty (30) days of the day of such written appeal, and its decision in the matter shall be final.
