An appeal shall stay all proceedings in furtherance of the decision or action from which the appeal is taken, unless the Building Officer from whose action or decision the appeal is taken certifies to the Board, after receiving the notice of appeal, that by reason of facts stated in the certification a stay would, in the opinion of the Director, cause imminent peril to life or property. In such event, the proceedings shall not be stayed except by a restraining order which may be granted by the Board or by a Judge of the Circuit Court of Cook County on application of the party seeking the stay and upon notice to the Building Officer from whose decision or action the appeal is taken, and on due cause shown.
