Any person affected by a decision of a Building Officer shall have the right to appeal that decision to the Building and Zoning Board of Appeals created by Section 3.44.010 of this code. An application for appeal shall be filed within twenty-one (21) days of the Building Officer's decision from which relief is sought and shall be based on a claim that the true intent of this code or the rules legally adopted under this code have been incorrectly interpreted, that the provisions of this code do not fully apply, or that an equivalent form of construction is to be used. An application may also be filed with the Building and Zoning Board of Appeals within twenty-one (21) days of the Building Officer's decision regarding a property maintenance biolation of the requirements of Chapter 15.08 of the Village Code from which relief is sought requesting a reasonable extension of time to correct a violation based upon a showing of extreme financial hardship.
