No certificate of occupancy shall be issued for an accessory dwelling unit for which a building permit is not required, unless the Director determines, upon inspection, (1) that the dwelling unit meets minimum health and life-safety requirements, including structural, electrical, mechanical, health and sanitation, and plumbing standards, and (2) the proposed unit complies with the applicable requirements of Sections 17.12.020(B)(10), 17.16.020(B)(10), 17.20.020(B)(10), 17.24.020(B)(10) and 17.28.020(B)(10), and Section 17.72.020 of Title 17 of this code.
