No person shall proceed with any construction activity, other than ordinary repairs, on any property in the Village unless the owner first obtains a permit from the Director as provided in this chapter. Any person who engages in any construction activity that requires a permit before said permit has been issued, shall be subject to such additional fees and penalties as may be set from time to time by resolution of the Village Council.
