It is a violation of this code for any person to engage in any construction activities in violation of any provisions of this code, this title or any applicable rules and regulations adopted pursuant to this code, or to change the use or occupancy of any building, structure or portion of such building or structure, unless the building, structure or portion is in full compliance with the provisions of this code and is approved for such use or occupancy.
