A. Denial of Permit; Review by Village Council. In the event the Director of Public Works, in his or her discretion, shall refuse to issue a permit for a driveway, his or her action in so refusing such permit shall be subject to review by the Village Council. Such review shall be requested within 10 days after the date of the denial.
B. Decision of Village Council on Review. If the Village Council finds that the construction and maintenance of any such driveway will not substantially impair, endanger or interfere with the public safety, it shall by resolution direct the issuance of a permit for a driveway of such width and at such location as to the Council shall be considered proper in furtherance of public safety; otherwise a permit shall not be issued.
