No contractor shall perform any work on any public right-of-way or on any Village property unless the contractor has first filed a surety or permit bond with the Director of Engineering. Such bonds shall be executed and payable to the Village and shall remain in full force and effect until the permit work has been completed and approved by the Village. The amount of such bonds shall be set from time to time by resolution of the Village Council.
