A. Except as provided in Section 5.20.010 of the Winnetka Village Code, it is unlawful for any person to use any public street or sidewalk as a place of business from or on which to make sales, display goods or merchandise, or conduct a business without specific prior approval of the Council. B. Any person who violates this section shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00).
