Section 12.04.050   Cellar or vault openings.
   No person shall keep or leave open any cellar door, area or vault grating, or other cover, lawfully existing in 1932, in any street or sidewalk, or suffer the same to be kept or left open, unless the same is guarded or protected by an attendant or suitable guard railing in such a manner as to avoid endangering life or limb.
