Section 10.32.030   Operating regulations.
   A.   Any person operating a bicycle shall comply with all traffic-control signals, signs and other devices applicable to motor vehicles, unless otherwise directed by a police officer.
   B.   Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable under existing conditions, and shall exercise due care when passing a standing vehicle or one proceeding in the same direction.
   C.   Persons operating bicycles on a road shall ride single-file, except on paths or parts of roads which are set aside for the exclusive use of bicycles.
   D.   Wherever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such a path and shall not use the roadway.
   E.   A bicyclist shall ride at a reasonable and prudent speed under the existing conditions.
   F.   A bicyclist shall give the standard legal arm signal before slowing, stopping or turning the bicycle.
   G.   A bicyclist on a sidewalk shall yield the right-of-way to all pedestrians and shall cross driveways and alleyways with due care.
   H.   A bicyclist, when emerging from an alleyway or public or private driveway, or building onto any street, road, sidewalk or sidewalk area, shall yield the right-of-way to all vehicles and pedestrians on or approaching upon such street, road, sidewalk or sidewalk area.
   I.   A person parking a bicycle in a business district or park shall park the bicycle in a bicycle rack if one is provided within the distance of one block. No person shall leave a bicycle lying or parked upon any street, sidewalk, park or alley, in such position as to obstruct or interfere with the free use of any such street, sidewalk, park or alley.
   J.   A person riding a bicycle shall not ride other than upon or astride a permanent or regular seat attached to the bicycle.
   K.   No bicycle shall be used to carry more persons at one time than the number for which it is designed or equipped.
   L.   No person riding any bicycle shall attach the same or himself or herself to any vehicle upon a roadway. No person shall operate, tow or draw any coaster, sled, person on roller skates, toy vehicle or other similar vehicle upon a roadway.
   M.   No bicyclist shall carry any package, bundle or article which prevents the driver from keeping both hands upon the handlebars.
   N.   No person shall operate a bicycle while under the influence of alcohol or drugs.
   O.   No person shall operate a bicycle on any sidewalk or roadway which has been legally posted prohibiting the operation of bicycles as provided in this code.
