Section 10.24.090   Parking on private property.
   A.   Except as provided in subsection C or D of this section, it is unlawful for any person to park a motor vehicle on any private property in violation of a "No Parking" sign or signs posted by the Village or in violation of a "No Parking" sign or signs posted by the owner of the property on which the vehicle is parked.
   B.   The Village may post a "No Parking" sign or signs on a private road serving five or more dwellings upon filing with the Village Manager a petition or petitions, signed by the owners of at least seventy-five (75) percent of the front footage of property located along and upon such private road. Such petition may request a prohibition of parking during certain stated hours; provided that, the request of the various petitioners must be uniform.
   C.   No offense shall have been committed under subsection A of this section if an owner shall consent in writing to parking on his or her property by a particular motor vehicle or vehicles; such written consent may be given either before or after parking of the vehicle and may relate to one occasion or any number of occasions specified in such consent.
   D.   No offense shall have been committed under subsection A of this section despite the presence of "No Parking" signs erected by the Village pursuant to subsection B of this section, if the owner of the private road property on which a vehicle is parked has erected a sign or signs indicating that parking is permitted on such property.
