Section 10.24.030   Parking in pay-parking zones.
   A.   No person shall park a vehicle in a pay-parking zone as established by order of the Village Council and designated from time to time by the Village Manager, during the posted hours on any day except Saturday, Sunday or a holiday on which the Village Hall is closed, unless the vehicle displays a Village parking permit (issued for use without limit for a six-month period) or daily pass (issued for use for one day only). Each pay-parking zone shall be identified by appropriate signs erected and maintained indicating the days and hours when the requirement to display a Village parking permit or daily pass on a vehicle parked in such zone shall apply.
   B.   Parking fees in pay-parking zones shall be as established from time to time by resolution of the Village Council, and shall be paid in advance by purchasing either a Village parking permit or a daily pass issued by the Village. The Village Manager shall cause Village parking permits and daily passes to be made available for purchase at the Village Hall and at such other places in the Village, open to the public, as the Manager shall from time to time determine.
   C.   When any vehicle shall be parked in any pay-parking zone, the driver of such vehicle shall, upon entering the parking space, immediately display in the window on the left portion (driver's side) of the vehicle, in such a manner as to be easily read from the outside of the vehicle, a Village parking permit or daily pass, valid for the day of such use. A daily pass shall be marked, in accordance with the instructions on such pass, to show the date and month of use and shall be temporarily affixed to any side window on the left portion (driver's side) of the vehicle; it is unlawful for any person to display a daily pass which is unmarked, marked with more than one date or more than one month indicated, or which is not marked to show the actual date and month with the vehicle is parked in a pay-parking zone. Failure to display a permit or daily pass as required by this subsection shall constitute a violation of this chapter and shall be treated as a violation of the overtime parking provisions for purposes of Section 10.24.110.
   D.   It is unlawful for any person to use, or to attempt to use, a daily pass more than once, to reproduce, or to attempt to reproduce, any Village parking permit or daily pass or to manipulate, or to attempt to manipulate in any manner whatever, any Village parking permit or daily pass or any mechanism or device connected or commonly used with such pass, with the intent to park in a pay-parking zone without paying.
   E.   All parking permits provided for in this section shall expire on June 30th or December 31st, as the case may be, following the date of issue. The vendor of any vehicle with respect to which a parking permit has been issued under this section shall, immediately upon the sale of such vehicle, remove the parking permit from the vehicle; such permit shall cease to apply after the sale of such vehicle. The holder of any parking permit which ceases to apply or which is surrendered to the Village Manager for any other reason at a time when at least one calendar month remains before expiration shall be entitled to a proportionate refund of the fee paid. Any person who sells a vehicle with respect to which a parking permit has been issued under this section may transfer such permit to a different vehicle upon making application to the Village Manager giving such information as the Manager may require.
